Regular Meeting Minutes
November 5, 2018

 1.Call to order with pledge to the Flag-Meeting was called to order at 7:00 pm

2.Minutes of Previous Meeting & Election Commission Meeting-Motion to approve minutes from previous meeting and Election Commission motioned by Steele, seconded by Lotter motion carried

3.Public Comment-There was a question raised about the road sign at Phelps lake and Hurds corner and why it was missing, it is unknown where it went but there has been one ordered to replace and should be received in the near future. Also, no directions were given for the detour for road closed. Township cannot redirect traffic but gave a suggested route.

4.Reports

County Commissioner-Gave update on state hospital with access to the city water. There is a disagreement between Indianfields Township and the City. The jurisdiction falls under Indianfields Township.     
Ambulance-Glen Fox read meeting minutes from the 10/16 annual meeting
Library – Mayville- No report
Library – Kingston- No report
Planning Commission-Travis Klimek gave update on last meeting 10/15. Next meeting 12/17.  
Zoning Administrator-0 Land Divisions, 2 Dwelling Permits, 0 Pole Barn-4 more land divisions in the works
Blight Enforcement Officer-No report
Cemetery-None-Jeff Baily does not want to do the mowing anymore. The mowing is very hard on equipment. He would consider doing it if we upped it from $5,400 to $6,000. Must be insured. This is an independent contractor. It was decided mowing should go out to bid before awarding contract probably in February.
Assessor-Joan talked about the state doing the AMAR reviews. There is a late fee of $5 per day with regards to the property transfer affidavit. Very few jurisdictions are actually collecting this fee. If we decide not to collect this fee in our Township the board would have to adopt a resolution. This was moved to New Business to be discussed by the board to remove the fee.  They changed some requirements and need an updated policy on personal property canvas. Board needs to approve this policy provided by Joan.

Roads-The Snover road hill is fixed. The grass is coming up. The other roads are holding up well with all the rain we have had.
Lake Bridge Project-The contractors are a great group. They finished hauling sand this morning. Bob has been working with them hauling. They are hauling out the marrow and replacing with sand. Solid ground was down 27’. They have been delayed by not having parts. They want to have it paved by Friday. 

7.Treasurer

Financial Report-Eleanor read the financial report for the month. Tax bills will be coming out soon. Carol will help Eleanor stuff the envelopes.

8.Clerk

Expense Report-Tony read the expense report. Motion to pay bills made by Steele, seconded by Lotter. The Motion Carried.
Election-issued close to 200 AV ballots almost double what it was for the primary. We have received back about 160.   

9.Unfinished Business-None

10.New Business-Resolution and policy. Board approves personal property canvas policy. Resolution to remove fee on property transfer affidavit. Resolution #11518. Motion by Lotter second Steel. Motion Carried. Roll Call vote Greg Lotter, yes; Bob Steele, yes; Eleanor Kilmer yes; Tony Shaver yes; Bob Cook yes, Motion carried.
