Regular Meeting Minutes
July 3, 2017
Meeting was called to order at 7:00 p.m. with the pledge to the flag. Members Bob Cook, Eleanor Kilmer, Amanda Gusek, Bob Steele and Greg Lotter were present.
Minutes from the June 5, 2017 meeting were motioned for approval by Steele and seconded by Lotter. Motion carried with 5 yes.
Public Comment: Doc Horsch talked about the lack of police coverage and the drug dependence in the township. Eleanor spoke about the great presentation that the officers gave at last month's meeting. She talked about not having the funds. If we could pass a millage we would be able to provide the police coverage. Cook answered that if we were to put it on the ballot, it would have to go on as 1 mil. Mr. Hiles asked if the police have their own insurance policy. Tony Coln, Mayville chief said yes it would run under their insurance.
Greg Lotter asked 14 or 15 Dayton Township residents if they would be in favor of having a Township Police Officer and an increase in property tax to cover the cost. Everyone said no.
Ambulance: No report.
Mayville Library: No report.
Planning Commission: Travis was not present. Bob reported that the people from Tuscola County Planning Commission did not attend, so they appointed the members that will go to training in Frankenmuth on the 9th of August: Ralph Mock, Doug Graham, Travis Klimek and Bob Cook.
Zoning Administrator: Bob reported he issued permits for one porch, one pole barn, one deck and one dwelling.
Blight Officer: Bob reported there was a zoning violation issued on blight and this is the third year Bob had to deal with them and he issued appropriate paperwork on them. Steele asked about the Mud Bog. Cook answered that he has to hand it to Connie Phelps as she did a great job coordinating the event. Bob stopped at the Mud Bog on Friday and he was impressed, and it all looked very nice around there. Everyone had a lot of fun and the trucks all came out the same color.
Cemetery: Eleanor reported that two people stopped in wanting to look at two lots and they were going to get back with her. Also, Eleanor talked about working on the acre at the West Dayton Cemetery as she is running out of lots. We will be working on this.
Assessor: Joan was not present.
Trustee: No comment.
Supervisor: No Comments
Treasurer: reported income of $27,917.98 and expenses of $25,767.50 for a balance on hand of $299,798.06 there is $8,929.02 in the checking. There is $89,599.35 in money market account and a CD face value of $201,269.69.
Clerk: Invoice to be paid with the AUTO EFT and checks#7774-7799 in the amount of $50,511.67. After a brief explanation of said invoices it was motioned by Steele, seconded by Lotter to pay bills. Motion carried with 5 yes. Greg Lotter asked if I bought my new computer, not yet but I am working on it. Bob asked if I contacted DTE regarding the work on electric pole. I have contacted them and they are working on it.
New Business: County is requiring us to buy a new election machine, motion made by Bob Steele, seconded by Eleanor Kilmer with a roll call vote of Greg Lotter-yes, Bob Steele-yes, Eleanor Kilmer-yes, Amanda Gusek-yes, Bob Cook-yes.
The Mayville chief of police and the Kingston chief were present. Thank you for being here this month. In regards to the road patrol for Dayton Township we need to put it on the ballot for 1mil to pay for it as we do not have the extra funds. Motion to put the road patrol on the ballot, motion made by Bob Steele, seconded by Amanda Gusek, 4 yay and 1 nay with a roll call vote of Greg Lotter- no, Bob Steele-yes, Eleanor Kilmer-yes, Amanda Gusek-yes, Bob Cook-yes.
Motion to adjourn the meeting made by Steele, motion carried and meeting was adjourned at 7:45 p.m.
