Meeting Minutes
September 8, 2015
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and James Satchel were present.
Minutes from the August 3, 2015 meeting were motioned for approval by Steele, seconded by Kilmer. Motion carried with 4 yes and 1 no, Satchel.
Bob also commented that Rod Merten’s camera was recording and was in the appropriate location. Bob also informed the board and floor that James Satchel was recording the meeting and his recordings could be a FOIA request.
PUBLIC COMMENT: Ralph Mock presented the board with a list of blight complaints that a resident had given to him.
Robert Adams commented about the applications that were received last month for blight enforcement officer and he wanted an explanation from Bob Cook if he was more qualified for the job then the applicants.
Rick Seidler had a complaint about the pit run that was used to repair Harmon Lake Rd. and he wanted to know if at the next repair work they could sift the pit run first and get rid of the larger rocks.
Rod Merten also presented the board with his complaint of the cost of the garbage collection and that he wanted the board to renegotiate the contract.
There was also a resident concerned with some people living in a camping trailer, on a private drive, on Phelps Lake and she was not sure if they had a septic tank or where their waste was going. Bob had informed her they were demolishing the building and planned to rebuild. That is why they were staying in the trailer and Bob was informed that they did have a septic tank and field. She also was concerned with the dogs they owned. Bob said that the sheriff’s department was called in the past for them but he would check again to see what they say. The sheriff’s department takes care of complaints about resident's dogs.
Doug Graham had asked what was going on with the end of Treasurer Rd. at Blackmore. Bob had said that it was getting asphalt. Doug also talked with the resident at the end of the road and he wanted to know if there could be a three way stop there. The resident was afraid of getting hit when he is hauling his horse trailers.
Rick Seidler also wanted to know who sprayed the ditches because they killed his Maple tree. Bob said that there was money set aside from the county for any problems such as this so he would have to take a look at the tree and contact the county.
Robert Adams also asked about Shay Lake Rd. because he had seen the signs were up for repair work. Bob did inform the board and floor that this road was on the schedule for repair as soon as the company had it scheduled in.
AMBULANCE: Glenn Fox was present with his report; the board met on the 8th of August at 7:00 p.m. with all the members present, and they approved the minutes and financial reports from the previous meetings. The 17th of October the EMT courses will take place and there are three volunteers attending this course. They also received the contracts with the school to have a rig present at home games. Finally, the old ambulance rig will be in service one day a week so that it could get used.
MAYVILLE LIBRARY: Gail Cook was present to give their report; the summer reading program was very successful, and the Friends of the Library had raised $390.00 during the Sunflower Festival. There were 99 books given out during the festival for We Can Read. They also were able to purchase 410 books for the We Can Read program.
Gail also informed the board and floor that there have been 1116 hits on the Township website during the month of August and an average of 920 monthly.
PLANNING COMMISSION: Doug Graham was present to give his report; they met on the 17th of August, and finalized the surveys. The next process is to tally the results and put them on a spread sheet. This information will hopefully be completed by the December or February meeting. He did comment that it was a big job and takes some time to get everything done. They will meet again on October 19th.
ZONING ADMINSTRATOR/BLIGHT ENFORCEMENT OFFICER: There were 4 permits issued for the month and 2 land divisions.
Bob also informed the board and floor that he had three different blight issues at Cat Lake, but all of the problems were taken care of without any violations issued. He said that the residents had cleaned up the areas. He also commented about the issue on Shay Lake Rd. where the residents were throwing their trash in the open containers and on the ground. Bob (himself) along with Stacy Phillips, her son Nicholas, and Robert Phillips (whom was called by Gary Gibson) all helped to clean up the area and get the grass mowed. Bob then placed signs up informing the residents of the fines that would be imposed if they did not follow the ordinance of the county, as well as the township.
CEMETERY: The sexton Wayne Nelson worked with Eleanor and had a burial of cremains. Eleanor also had some complaints in regards to the tree that was on the ground at Dayton Center Cemetery. Bob did say that he would have to get some equipment over there to get it removed it is a very large tree.
TRUSTEES: James Satchel mentioned the blight enforcement officer and wanted to know if we could re-advertise for this position for some more candidates during October. Bob said we would address it in unfinished business
Bob Steele commented about how well the cemeteries had looked. He also asked when the tire collection will take place. Bob informed that the collection is set for September 19th from 7 to 3 or until the semi is full. They also will not permit the collection of tractor tires at this time.
James finally wanted to know, that of the 20 properties that were presented to Bob, if blight had been addressed.
SUPERVISOR: Bob had no other reports.
TREASURER: There was an income of $23,787.38 mostly due to revenue sharing and fire runs. Expenses of $20,265.15 due to garbage collection, wages, tree removal, etc. The account totals are as follows: checking $6,519.10, money market $102,260.30 and face value of CD’s $211,269.69 with a combined total of $320,049.09.
The taxes will be collected until the 14th of September before the interest and penalty is added on.
CLERK: There are invoices to be paid with the AUTO EFT and check #7278 - #7300 in the amount of $23,532.84, and after a brief explanation of these invoices it was motioned by Steele to pay the bills, seconded by Kilmer. Motion carried with 4 yes and 1 no, Satchel.
UNFINISHED BUSINESS: At this time Satchel motioned to re-advertise for a new candidate for the position of blight enforcement officer, during the month of October, with no second the motion was not approved.
NEW BUSINESS: Bob presented the board with the application for PA 116’s that was received from Jeremy Rayl, whose address is 5675 Legg Rd., Kingston. There was a motion by Steele to accept his application, seconded by Kilmer. Motion carried with 5 yes.
At this time there was a motion for adjournment by Steele at 8:35 p.m.
