Planning Commission Special Meeting
January 30, 2017
Meeting called to order at 8:37pm by Chairman Travis Klimek.
Present were Ralph Mock, Ernie Coleman, Chris Yens, Hilary Slusher, Doug Graham, Bob Steele, Bob Cook, and Travis Klimek.
Hilary Slusher read the minutes from January 5,2017. A motion was made to approve the minutes by Bob Steele, seconded by Ernie Coleman.
Hilary Slusher also read the minutes from the Public Hearing on January 30, 2017. A motion made by Chris Yens to approve the minutes, seconded by Bob Steele.
PUBLIC COMMENT: Rick Siedler wondered if there was a formula for determining the bond. Doug stated that in our ordinances the bond must cover the cost plus inflation.
NEW BUSINESS: Travis read the guidelines for a bond from Wayne County, NC which stated that if a solar farm was not in use for 12 months it was deemed abandoned.
Doug announced that the site plan and the bond have to be presented together.
Doug proposed that we amend our proposal to include, ''A solar fan that ceases to produce energy for 12 months is considered abandoned and at that time a letter to inform the company/owner will be sent out to them in which they have 90 days to remove all debris.''
Role call was taken and with the majority of the board voting Yes , the amendment carried.
The Board will have the exact size of Ll at the February 20, 2017 meeting. Chris made a motion to have a second public hearing on the issue of solar farms on February 20, 2017 at 7:00pm and the regular Board meeting to follow, seconded by Bob Steele. Motion approved.
A motion was made by Ernie Coleman to adjourn the meeting, seconded by Doug Graham. Meeting was adjourned at 9:13pm.
